Global Affairs Canada (GAC) provides details and information on the Administration of Origin Quotas under the Canada-UK Trade Continuity Agreement:
The United Kingdom left the European Union customs union on January 1, 2021 and is no longer a party to the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
Canada and the United Kingdom negotiated a Trade Continuity Agreement (TCA), which was signed on December 9, 2020, and enters into force on April 1, 2021. Refer to CBSA Customs Notice 21-07 Implementation of the Canada-United Kingdom Trade Continuity Agreement.
The TCA replicates the import and export origin quotas contained in Annex 5-A – Origin quotas and alternatives to the product-specific rules of origin in Annex 5 contained in CETA. For apparel export s to the EU under the CETA Agreement refer to notice Serial No. 1056 issued March 31, 2021.
Shipment-specific permits will be required for imports of origin quota textiles and apparel, as outlined in Notice to Importers No. 1037, Any questions should be directed to [email protected].
Notice to Importers Serial No. 1037 issued on April 1, 2021 Textiles and Apparel for import to Canada from the United Kingdom under the Canada-UK Trade Continuity Agreement sets out the policies and practices pertaining to the administration of textiles and apparel for import from the United Kingdom under the Canada-United Kingdom Trade Continuity Agreement (Canada-UK TCA).
Textiles and Apparel are products that are included in items 86.98 and/or 86.99 on the Import Control List (ICL), namely, Textiles and Apparel that originate in the United Kingdom or other Canada-UK TCA beneficiary, and comply with the product description and sufficient production criteria referred to in Tables C.3 and C.4 of Annex 5-A to Annex 5 of the Protocol on Rules of Origin and Origin Procedures of the Comprehensive Economic and Trade Agreement between Canada and the European Union, as incorporated by reference into the Canada-UK TCA for import from the United Kingdom or other Canada-UK TCA beneficiary.
