A Presidential Proclamation excludes United Arab Emirates (AE) origin aluminum from ten percent Section 232 additional duties using an absolute quota system, that is allocated quarterly.
Goods must be imported for consumption, or withdrawn from warehouse for consumption, on or after February 3, 2021, and enter using absolute quota procedures.
U.S. Customs and Border Protection (CBP) announced this in a Quota Bulletin.
A primary ‘in quota’ HTS must be used, depending on the Chapter 76 Harmonized Tariff Schedule number (HTS), as follows:

For any General Approved Exclusions (GAEs), a primary HTS of 9903.85.11 must be used.
