As we step into 2025, several regulatory updates have taken effect that importers and exporters in the UK must consider to ensure compliance:
Changes effective January 31, 2025:
Export declaration updates
The use of document code 999L will be discontinued. Previously, this code was used to declare that goods did not require an export license. Starting February 1, 2025, new document codes will come into force to provide more specific exemptions based on the measures applicable to certain goods.
Safety and Security (S&S) declarations for EU imports
A prior notification in the form of an S&S declaration will now be mandatory for goods imported into Great Britain (GB) via Northern Ireland. This requirement applies to businesses transporting non-qualifying Northern Ireland goods on these routes:
- Northern Ireland to Great Britain
- Northern Ireland to Great Britain via Ireland
- European Union to Great Britain via Northern Ireland
Changes effective April 1, 2025:
The Import Control System 2 (ICS2) will expand to include road and rail transport. Operators will need to work closely with their carriers to provide the additional data necessary for accurate pre-declarations.
Future developments:
We are closely monitoring progress on the Simplified Process for Internal Market Movements (SPIMM), which aims to streamline trade between Great Britain and Northern Ireland. This process is expected to enable traders to move goods with minimal data requirements, provided specific conditions are met.
