On July 25, 2017 the Canadian International Trade Tribunal (CITT) initiated an expiry review of its finding of injury made on November 20, 2012 concerning the dumping of liquid dielectric transformers originating in or exported from Korea.
As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) initiated an expiry review investigation on July 26, 2017 to determine whether the expiry of the above finding is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods.
The CBSA will make a determination no later than December 22, 2017, and will issue a Statement of Reasons by January 5, 2018.
The subject goods are described as liquid dielectric transformers having a top power handling capacity equal to or exceeding 60,000 kilovolt amperes (60 megavolt amperes), whether assembled or unassembled, complete or incomplete, originating in or exported from the Republic of Korea.
These goods are normally imported under HS classification number 8504.23.00.00 which represents liquid dielectric transformers, having a power handling capacity exceeding 10,000 kVA.
Unassembled or incomplete subject goods and parts may also be imported under HS classification numbers 8504.90.90.10, 8504.90.90.82, or 8504.90.90.90.
These HS codes are provided for convenience of reference only. Refer to the product definition for authoritative details regarding the subject goods.
As part of its expiry review investigation, the CBSA has forwarded questionnaires to Canadian producers, importers, exporters and to the Government of China. Any Canadian producers, importers or exporters who have not received a letter and wish to provide a response to the questionnaire or have additional questions concerning the expiry review are advised to contact by telephone:
Ron McTiernan: 613-954-7271
Laurie Trempe Kermoud: 613-954-7337
Or by e-mail to: [email protected]
Responses to all questionnaires are due at the CBSA’s office in Ottawa by September 1, 2017.
A detailed schedule for the investigation is available on the CBSA Website.
