CPSC Mandates eFiling of Certificate Data in ACE

The Consumer Product Safety Commission (CPSC) announced a final rule requiring electronic filing (eFiling) of General Certificates of Conformity (GCCs) and Children’s Product Certificates (CPCs) in the Automated Commercial Environment (ACE) system. This new regulation will significantly impact U.S. imports.

Key Dates:

  • July 8, 2026: Mandatory eFiling takes effect for most imports.
  • January 8, 2027: eFiling takes effect for products entering from Foreign Trade Zones (FTZs).

Importers have two options for submitting certificate data:

  1. CPSC Product Registry: Upload certificate data to a product registry maintained by the importer. Livingston International will submit a reference message set with your entry.
  2. Direct Submission: Include the full certificate with your entry documents. Livingston International will submit all required data elements.

  • Gain familiarity with eFiling procedures and the product registry.
  • Improve your company’s CPSC risk score, potentially reducing the number of CPSC holds.
