Additional Sanctions on Exports to Russia and Belarus

The Bureau of Industry and Security (BIS) has issued a final rule imposing additional export sanctions against Russia and Belarus.

Updates have been made to the Export Administration Regulations (EAR) which include:

  • Expanding scope of items that are subject to EAR’s Russian and Belarus industry sector sanctions.
  • Consolidating Russian and Belarus sanctions into a single section.
  • Adding 5 entities and 8 addresses to the Entity list while also making changes to the Entity List structure.
  • Criteria used when revising, suspending, or revoking EAR license exceptions.

This final rule became effective on June 12, 2024, except for amendatory instruction 14 which will be effective September 16, 2024.
