On November 8, 2024, the Biden Administration issued Presidential Proclamation 10857, To Facilitate Positive Adjustment to Competition From Imports of Fine Denier Polyester Staple Fiber, which subsequently posted in the Federal Register on November 14, 2024. Proclamation 10857 creates a four-year quantitative restriction absolute quota with graduated limits for Temporary Importation under Bond (TIB) entries (Type 23).
These measures come in response to a United States International Trade Commission determination that imports of fine denier polyester staple fiber (PSF) increased in such quantities as to cause serious injury to domestic industry. In scope products are described under HTS Code 5503.20.0025 and entered temporarily duty free under 9813.00.0520.
