The CBSA Assessment and Revenue Management (CARM) system is now the official platform for managing the collection of duties and taxes on imported goods. As the system of record for importers, customs brokers, and other trade chain partners, CARM has changed how businesses interact with CBSA, streamlining duty and tax payments, financial security management, and import declarations.
CARM Release 3 requires all importers to secure their own Release Prior to Payment (RPP) bond to continue benefiting from the RPP program. The transition period ends May 20, 2025. Without a bond in place, your shipments may face costly border delays.

Candace is a certified customs specialist and certified trade compliance specialist, having obtained her professional designation from the Canada Border Services Agency (CBSA) in 1986. She is also a registered lobbyist with the Government of Canada. In 2018, Candace was appointed to a two-year term as Chair of the International Federation of Customs Brokers Associations and immediate past chair to the board of directors. In addition, she currently sits on the Border Customs Consultative Committee (BCCC), is private sector co-chair for the Commercial Operations Committee and a member of the Canada-U.S. Trade Council. Candace is also the past chair and a current board member of the Canadian Society of Customs Brokers.
A well-respected expert on risk management and compliance, Candace is a frequent speaker at conferences and seminars, and has authored various articles about trade strategies. She is a regular contributor to Livingston’s Trade News and industry white papers.
