Update on the Carbon Border Adjustment Mechanism

On November 13, 2024, the Informal Expert Group discussed recent Carbon Border Adjustment Mechanism (CBAM) reporting results and future updates.

One of the key initiatives planned for 2025 is to build a CBAM portal for operators (third country manufacturers) to share and submit their installations and emissions data. That should guarantee data confidentiality. The EU Commission is planning to provide appropriate guidelines for operators on how to introduce the CBAM data into the portal.

The EU Commission is also considering certain simplifications, such as the exclusion of reporting obligations for CBAM input materials produced in the EU.

Informal Expert Group mentioned upcoming CBAM audits in the definitive periods against actual values used in the report. Verification will be done by accredited companies, starting January 2027. Audits will include revision of the operator’s monitoring methodology documentation (MMD) used to calculate emissions and a visit to the operator’s facilities.

The EU Commission also announced that Importers will be able to report emissions using default data during the definitive period. However, this might put importers at a financial disadvantage compared to using actual values. New default factors developed by the European Commission are expected to be much higher.
