On April 7th, the Secretariat of Economy (SE) published the aforementioned agreement in the Federal Official Gazette (DOF), by means of which it is reported that the Administrative Commission of the Free Trade Agreement between the United Mexican States and the Eastern Republic of Uruguay, in accordance with the provisions of Articles 5-02 (1) and 17-01 (3) and (4) of the Treaty, agreed to implement the digital certificate of origin.
In this regard, the following information stands out:
- The digital certificate of origin format and the documents linked to it will have the same legal validity as the certificate of origin in paper format with autograph or facsimile signature and ink or image stamp, provided they are issued and digitally signed. in accordance with the respective legislation of the Parties, by duly authorized entities and officials, in accordance with the procedures and technical specifications of the Certification of Digital Origin established in Resolution 386 of the ALADI Representatives Committee, as well as its amendments and / or complementary.
- Certificates of origin in digital format will be exchanged through the Foreign Trade Single Window (VUCE) of each Party through an interoperability platform, in accordance with electronic version 4.0 of the XML Schema (XSD) of the COD or higher.
- The effective implementation of the Digital Certificate of Origin will be carried out at the end of the Pilot Plan, which will be carried out once this Decision enters into force, in which tests will be carried out on the systems for issuing and receiving the certificates. originally.
- his Decision shall enter into force 30 days after the date of receipt of the last written communication, through diplomatic channels, in which the Parties have notified each other of the conclusion of their respective internal legal procedures for this purpose.
- This Agreement shall enter into force on April 10, 2021.
