U.S. Customs and Border Protection (CBP) in Port Huron, MI, has advised the trade community during the month of July 2015 they will phase out the collection of user fees at the primary booth for carriers not equipped with a Decal and Transponder Online Procurement System (DTOPS) decal. Prior to that date, user fee collection at primary will be available on an increasingly limited basis.
By August 1, 2015, all commercial vehicles entering the United States at Port Huron, MI, which are not equipped with a fee-paid DTOPS decal will be referred to secondary processing for user fee collection.
